Sounds like you guys need to upgrade.
It sucks for the 2060, 1080 and needs a killer CPU. If you're on tech thats pre 2020, i'd just use mods that improve performance, lock frames and be more annoyed with Nvidia.

Using DLSS 3.0 (via Patreon PureDark) > 80FPS
And there are people who think this is normal, the world is really full of ignorant people, learn to value money! everyone who bought this game is being scammed, the game is poorly optimized and Todd is a giant liar.

And what are your 1% lows which imo are a great indicator of how well optimized a game is. Also what DLSS settings and resolution are you running?
But back to the topic at hand
I'm running
Ryzen 9 7900
32GB DDR5 RAM (6000Mhz as recommended by AMD)
Radeon 7900XT
Running on a fresh nvme 2TB SSD
And I'm lucky if my framerate with FSR turned on consistently stays above 60 in Akila city at 1440p. I've been running frame monitoring software and have had 1% lows in the single digits (granted mostly in loading screens so I can give that a pass) but turning a corner in Akila, saw my framerate dip to 14fps for about a split second, which is not good. We don't care about high framerate, if this game can ONLY hit 60fps, fine, but if I'm hitting 60fps and getting dips down to 20, there is a MASSIVE problem. Your 1% lows should be within five to ten frames of your average FPS for a consistent and fluid feeling
If you think that's "acceptable" when I can run Fallout 4 modded to the ♥♥♥♥♥♥♥ gills with a stable framerate never going below 70 at the same settings? Yeah...get a headcheck
