What can i do to improve cpu bottlenecks?
What are some steps i can take?

Remove your old CPU
Buy a new one
Install it

While that answer was somewhat flippant, it's not wrong. Aside from "use the lowest settings possible" there's not much more you can do that doesn't require spending money.

Overclocking your CPU and having adequate cooling.
Closing all background tasks/programs can help to a degree also.

Make sure you cut out any background processes and applications.
Outside of that, you hit the wall, start setting cash aside for a new Motherboard and cpu.

1. Ramp up the graphics settings.

Usually you see a cpu bottleneck the most when NOT utilizing the GPU properly or on purpose ( benchmarks in 720p ).'

2. Overclock the CPU

3. Overclock memory and tune the timings

4. Get new CPU ( AMD 7800x3D or any x3D version as 3D Cache helps a lot in gaming )

Lower settings like crowd density. Close background apps. Pray to CPU Jesus for more processing power. Overclock. Wait for optimization patches.

Upgrade the CPU is the only practical way to get away with bottlenecks. Overclocking the CPU is not really advisable, because it leads to higher risks of instability, letting the game crash or do weird things. I some cases it can have to opposite effect and causes dropped frames and a lower frame rate.

Uninstalling the game does nothing at all to resolve the bottleneck. That same bottleneck will stay present and will cause problems with other games and/or software that need a high data throughput rate. The only solution in this case is a change (or optimization) of the hardware.

So - Other than maybe optimizing BIOS setting or improved drivers, there is no cost-free solution I am afraid...

You can try to overclock the CPU, but I don't think it will change the performance enough to be noticeable. It can also create an unstable system, and potentially damage or kill the CPU. (Although, modern ones have safeguards in place to avoid this)

Beyond this you'd have to buy a new one for a significant change in performance.

arguing against overclocking but advising optimizing BIOS settings. Thats exactly my sense of humor, lol.

Guess i will have to do with 40-55 fps mostly on low. It's doable kinda want to wait another year before upgrading stuff.
