I think if you change difficulty without reloading the enemies they will have whatever difficulty they had when loading in. So it can change nothing in the short run if that is how you are testing it, the enemies will change over to the new difficulty once you load in new ones (the damage multiplier to you might change instantly but thats a guess i actually have no clue, i know major things changed by difficulty don't happen instantly tho)
edit to say i'm not sure if saving and reloading will actually count, i think i you have to leave the area enough to despawn them then come back
different damage types help, just like you enemies have holes in their defenses. also hitting the head helps. I only use semi autos on very hard to save ammo unless its an elite type that needs to be dead NOW lol. (i have a little legend drop uzi for that lol)
also even with semi autos i found i do alot more damage taking measured shots than firing at full speed cause the recoil is obnoxious and hard to gauge.
This is the only thing ive seen change when difficulty is affected. But enemies barely do any damage to me unless its a elite mob or xeno.
Just knowing where to pick up all the op gear at the start is how I've been managing. Pretty much any weapon that has a high chance of spawning the "advanced" version.
For examples from the start of the game, there's the OE Hunting Rifle stolen from The Well or the magshot that's lootable in Neon.
Both have very high chances of dropping as advanced.
If you have some skill points in melee and boost packs then just a regular melee weapon, even the humble safety axe, does massive damage as long as you aim for the head.
you can literally also do it the legit way, you get SO many legendary weapons when playing on very hard you only have to "rough it" for about 30 mins before you start finding so many rare drops you start ignoring some because you don't have the capacity for them.
i agree with you on the melee weapons tho, i'm running a pistol/melee build atm and the melee weapons help more than you'd think on very hard.
What it surprised me positively is that these guns are usually auto, like that is very surprising when you think of how they did it in FO4 xD auto guns not only being viable, but even in many cases seem to me optimal.
