Any suggestions on ship building to make it easier to figure out?

The ship building does not let me do what i want and im wondering if being higher level makes diff

Well for starters - to build better ships you need to max out Starship Design skill. And also Piloting skill to be able to fly ships with reactors of B and C class. You also will need Ship Command skill to increase the number of crew members up to 8.

Next good advice is to look at each part mass - different manufacturers may have same class parts with different mass and thrust/shield capacity and etc. You may find reactors that have more output, but that weight less. That will give you chance to make lighter ships with more reactor power.
