How do you switch companions?

Title. I have Vasco, Sarah, and Adoring Fan so far, but I can't pick any other companion but Sarah, even on random side quests that have nothing to do with the Main quest.

What's your ship size for crew?

You might not have room for them. And if you do, assign your active companion to your ship then try to add the other one.

It's also possible to cirlce companions to your outposts, should you have build some.

Did you finish Sarah's mission all the way through?

If you want to be able to have more crew, you'll need to go down the Social skill tree, get access to and rank up "Ship Command". At maximum, you'll have access to a max of 8 crew on a ship. There's also Outpost Management, which grants you additional outpost crew slots, in addition to worker bots to round out production increases and such.

Kinda bites that both skills are in Tier 3 and 4, but you do what you gotta do I guess lol
