I consider Oblivion and Fallout 3 the pinnacle, and it's all downhill since then with Starfield being a sheer cliff.
With Morrowind I could not get past my distaste for the art style, and Story (what it is most lauded for) is the least important aspect of a BGS rpg to me.
honestly I liked morrowind's meta commentary about the playable character being "nothing more than the walking avatar of a sleeping god in its own dream"
it was kinda poignant for me
Don't get me wrong. I actually LOVED Morrowind. It just didn't rank very high against the other games which I also loved.
