Report a translation problem
So far the only non-console command way I’ve found is to lure an ashta to the rear gate and let it attack the guards for a chance to drop it. Otherwise kill the guards yourself.
You'll get it if you finish up the Freestar Rangers quest and get the Star Eagle reward. It's not actually labeled as an Akila security outfit though...maybe I'm thinking of something different.

You’re probably thinking of the duelwear that you receive at the end of the quest, what I’m referring to is the outfit that the city guards wear.

I'm trying to remember where I got this duster and cowboy hat at. It's straight outta Firefly

can confirm this works, brought 2 ahsta to the eastern gate that only has the one guard, it took some maneuvering to get them to attack the guard but it worked
I also tried this method. It works. Had to reload a couple times, but in the end I got the uniform. So I'm good to go.
Also to add. I haven't tried this other method but if you do the quest Lead of the Pack. This is when Davis and you fight an Alpha ashta. I believe you can get the uniform if you let him die from the fight. Don't know if it work but if anyone proves this is possible that would be great too.
Why would not you reward the player with one of the better looking outfits in the game especially for a ranger/law man build? Why would you give them the three-piece suit dual wear and not the Ranger Duster?
Then again why does the UC Security guard missions not give you a security uniform? Yet you can find the UCSec uniforms on an abandoned station orbiting the moon...
Just obvious oversights.
