If you do, my advice would be to remove all of those. See if SFSE works with nothing else trying to hook into the exe. If it works, you can then add those back one at a time to find out which is causing you issues.
I've played 50 hours of the game, most of that with both SFSE and DLSS mod installed (and achievement enabler) and it is all working fine.
Edit to add: As far as I know the only way to check if your mods are installed and working is to see the affects of the mod in the game. SFSE though shows if you go into game options, it will say SFSE down in the corner (bottom left, next to the game version number).
Two other things that I can think of.
Make sure that you have the SFSE.ini file in the Data\SFSE directory. Inside that file it should have the following:
Also make sure you have Steam actually running. That is required.
Maybe you made a mistake of some kind with just one of them, and it's causing everything to not quite work right. Personally if I were you I would remove everything and restore the game installation back to square one and add things one at a time, verifying each one works before adding the next.
Installation on site
1. Copy the dll and exe files in to your Starfield folder. This is usually C:\Program Files\Steam\SteamApps\common\Starfield\. Do not put it in your Data folder.
2. Ignore the src folder. It is there for programmers only.
3. Make sure Steam is running, then launch the game by running sfse_loader.exe.
