12 rangers... in the Galaxy... really?
I am curious what other people think, but for me there's one line in the game that I haven't been able to forget.

In the beginning of the Freestar Ranger quest line you are told 'There are a maximum of 12 Freestar rangers at any one time'. For me this just doesn't make sense. How can, at most, 12 people even remotely impact law enforcement across an area encompassing several major worlds and dozens of smaller colonies and outposts?

The real life Texas Rangers (who act as a specialised branch of law enforcement in the same way the Freestar rangers are depicted) have 234 rangers... and their jurisdiction only encompasses Texas.

I am wondering if anyone else finds this strange or has an explanation that can put my mind to rest.

Why do you say "universe" when humanity typically can't even leave their own galaxy in these games? There's at least billions and billions of galaxies, the small area of the Milkey Way we can explore is smaller than an atom in contrast and humanity has barely explored beyond Sol.

If I remember the lore dump that you can get starting the UC Vanguard questline correctly Freestar Collective was, at least prior the massive war, limited to 4 planets by a treaty.

typically, specialized units are limited to smaller numbers over standard ones.

It's like Jan Quadrant Vincent 16. There are 8 Jan Michael Vincents, but there are 16 quadrants. And he can only be in one quadrant at a time!

Because in the entire Starfield universe there are only a few hundred npcs at most.

From what i understand Rangers are the top elite of the Freestar when it comes to law enforcement while the Freestar Militia which is their army do all the regular police stuff in their systems

The issue is that the game contradicts itself (and for good reason), since you meet plenty ''Freestar rangers'' in space.
I wish they could wipe that dialogue line. That's the worst thing I've read.

I think they wanted to create something elite and unique (which is neat), but also wanted every other gamer to be able to join within 2 hours of playtime, and thus they ended up with this.

Really wish there could be a tiny rework/tweak here in term of writing.
A thousand ranger would be much more fitting, maybe even less, but something of that scale.
While the UC probably counts something like in the 40.000 troops, or more.
