Starfield lacks a lot of modern options like HDR, FOV sliders, etc, and relies heavily on upscaling like a crutch like ALL modern games do,
but it's not actually 2012 graphics. You're just remembering with rose coloured glasses.
Bethesda's marionette animations never help.
Even Far Cry 3 (a 2012) Game looks way worse
the difference between artistic style, poly counts, colour palette , lighting and textures matter tbh, I would say fallout 4 looks better than this game, in all those things, and skyrim was a more artistically sound and visually more appealing aesthetic, the characters whilst they dont match poly counts, were artistically and stylistically better looking than what we got here..
Starfield is butt ugly, even maxed out. Starfield looks like a souped up 2012 game. Halo 4 came out in 2012. Regardless of opinions on gameplay and art direction choices, it's still on of the best looking games from that era. Other examples would include Borderlands 2, Final Fantasy XIII-2 and Mass Effect 3.
Crysis 3, The Last of Us, Bioshock Infinite came out in 2013.
All of these games either look on par with, or better than Starfield.
