Evil Playthrough? Non Existent?

Am I mistaken for expecting to be able to play as an evil character making evil choices? No evil dialogue options, no siding with bad characters or evil companions, blood or gore? I'm 10 hours into the game and I haven't been given any choice on where I want to take the game. Where are the likes of Mr Burke, Tenpenny, Charon or the Evil Choice options from the Mass Effect Series? Feels like a Cyberpunk Universe Game set in space exploration with not enough RPG options

Joining a pirate crew, murdering and robbing civilians seems evil enough. Or are we talking about war crime evil? Like nuking cities?

you can totally be evil, i was a crimson raider on my first play through. to join them just steal/pickpocket anything in a UC city and make sure you get caught doing it. that will launch a questline to join them. there is even some evil/bad companions available if you do so.

There's an entire faction quest line about being a evil pirate. You can commit piracy on any ship you run across too.
