Well news Flash: a Laptop 3060 is weaker then a gtx 1070 ti ....
If you aim to enjoy the game at its NATIVE RESOLUTION with a smooth experience, hitting around 90 stable frames, YES, you'll require a 4090 GPU and stick to 1080p resolution. I even provided the GamersNexus video where they conducted all their tests at NATIVE resolution to demonstrate this to you, but it seems you dismissed it without investigating because you don't actually care about facts.

That's incorrect; your PC is not a unique entity but rather composed of the same components that all our PCs share, and benchmarks do hold significance and value. If you solely cared about your own PC, you wouldn't be here defending Bethesda and even criticizing other community members for expressing their concerns about this poor performance.
Feel free to enjoy your 55fps, and it might be worthwhile to explore the scaling options, perhaps trying 80%, to potentially attain a smoother frame rate.

60 already is butter smooth
60 fps is not butter smooth unless you are a sloth.
Make sure you keep playing games at 55-60 fps because right now you are simply unaware of what you are missing playing at higher frames.
The game is running surprisingly well. I get a locked 60 at 1080p ultra/high/medium mixed settings for better visuals high performance.
Dlss mod 80% and FOV mod.
60 FPS isn't performance, it's the bottom of the barrel bare minimum for PC gaming.
For me it's enough.
I went past the never ending PC upgrades just so I could get that 2 extra frames. I scaled back to a 60fps default and I'm much happier and less frustrated for it.
I also got an i9 9900k/3080 rig and since I don't want to get the high 90s, low 100s fps anymore, I don't have to rush and upgrade that rig as well until I see that I'm having to sacrifice visible fidelity to get to a locked 60 at 1440p.
They are optimized for consoles.
That's not true because every AAA game I have performs much better than this title. There isn't a game in my Steam library that runs worse than this game.
True console ports like God of War are much better optimized than Starfield.
