No, it's preselected. There's an option to change it for people who wish to do that, though. And the whole fuss is from people who don't want other people to have that option.

I believe the game will set your pronouns based on whether you've selected a masculine or feminine body type but you do have the option to change it.

This is so that other characters can refer to your character correctly.

you have to actively choose they/them, otherwise it goes by the body you pick so her or him is the default choices.

It's preselected based on body type. It's not a big deal. I didn't even notice at first. Only people with major internal hangups that need to be resolved with a counselor would have a problem with this.

Every time I have restarted and I never had to choose a pronoun. I could just ignore the unobtrusive button because I never used it.
