Combat in City?

The game has Jetpacks! Weapons! Stealth in a Cyberpunk City = Dream Come True Star Wars like Bounty Hunter Gameplay????
... Was watching this video below, but my Question is this... Can you use Jetpacks in the city? and is there combat in the city that you can participate in like Bounty Hunter Missions?
(In Skyrim you could fight guards and there was combat in the main cities... )
The below video only showed ambience and the city...
But can you actually jet pack around the city?

Shooting in the cities does nothing. They didn't program that in because they are lazy and this game is GARBAGE. Cyberpunk looks like a legendary masterpiece next to what everyone is willing to overlook with this OBJECTIVELY BAD GAME CALLED STARFIELD

There are hardly any fights in the cities.
You also cannot kill most named npc's. They are immortal.

Yeah. You can kill the guards. Some of them are immortal though depending.
Like, story and quest related named guards.
