My 3070Ti (self-built rig as always) averages 73 fps @ 2560 X 1440 160Hz. Game settings all High (no Ultra).

Check drivers.

Had to refund. 2080super with a 10700k was 39 fps on low.

3080 (10GB) + ultra settings = 40 FPS minimum (cities) up to 90 ish . (3440 x1440)

I have found game to be limited by CPU as reducing graphic options barely impacts FPS.

As they say 'your mileage may vary' but look to your CPU (5900X here).

1440p, everything high except shadows on medium, contact shadows off and fsr2 on. 60fps most of the time, drop around 50 in huges places like New Atlantis.

The problem is on your side.
Old drivers, old CPU, no fsr activated...? Destop or laptop? We need more infos if you need help.

I do not run the game on low settings and a resolution lower than 1440p, so i don't get your point? I have almost the same card than him with better settings and constant fps 95% of the time, so yes, the problem is on his side. Probably old CPU, or maybe he try to run it on 4k i don't know.

Nothing related to standards.

This^ The fact you're willing to probably play with FSR on running at like 60% render resolution says it all.

It's probably his cpu. I'm on a 3070ti. ryzen 5950x, 128gb ram. latest nvidia driver, latest amd chipset drivers. Using the DLSS mod. 3840x2160 Locking to 60 fps in the nvidial control panel, and it has no issues keeping it locked at 60. everything set to medium, except volumetric lighting and particle quality set to high. Render resolution scale set to 50. GPu is staying 95% mostly, so I could probably push things a tiny bit higher. GPU temp is staying around 65C so not even close to maxed out temp wise. CPU is at 35-45%, but keep in mind that's 16 cores. If you're on 8 cores or less you're going to be capped out. A lot of people are probably running into being cpu bound. The game is very well multithreaded and will hit all cores/threads pretty evenly.
