I have found game to be limited by CPU as reducing graphic options barely impacts FPS.
As they say 'your mileage may vary' but look to your CPU (5900X here).
1440p, everything high except shadows on medium, contact shadows off and fsr2 on. 60fps most of the time, drop around 50 in huges places like New Atlantis.
The problem is on your side.
Old drivers, old CPU, no fsr activated...? Destop or laptop? We need more infos if you need help.

I do not run the game on low settings and a resolution lower than 1440p, so i don't get your point? I have almost the same card than him with better settings and constant fps 95% of the time, so yes, the problem is on his side. Probably old CPU, or maybe he try to run it on 4k i don't know.
