Had to do that a lot in FO4

For anyone it is: "modpos z -xxxx"

In FO4 for the object to register after that, you had to move it then cancel the move.
does using that command turn off achievements?
I hope a fix for this is in the first patch. really bummed me out that its like 4 stories high on a totally flat area. I went and gathered materials for a couple of hours to outfit my outpost . The landing pad was one of the things i was really looking forward to having. After 15 minutes of rebuilding, deleting, moving it around, deleting I came to look for a solution. There is none currently. Unlike most of the other buildings, there is no height adjustment.

I will try that again, it was not working for me.
When you hit the "E' key to build, that changes to:
Confirm "E"
Rotate "Mouse1/Mouse2"
Adjust Height "W/S"
Variants "Q/T"
Cancel "ESC"

THere is no confirm, it just builds. Rotating\adjusting happens before,

I've only placed one of those, but I seem to remember that just moving the mouse up or down moved it up or down. There was a lot of anomalies when building the outpost though, seems like each different piece was a bit flaky. The one thing that I remember was that when I placed it , it made a large rock disappear when I did place it, but the rock randomly re-appears, right where the stairs are located and I sometimes can't get to the stairs !!! This same rock seems to appear and disappear each time I visit the outpost. VERY ANNOYING !!!

Same issue here, outpost building is by far the worst part of the game.

When you hit "E" to place an item "W/S" keys will adjust height then you hit "E" to confirm everything.

Edit: Also "Q/T" keys will cycle through variants ( if there are any ) of the item before you hit "E" for a second time to confirm.

what the hell are you talking about, W/S moves the character forward/backward and in the another view it moves the area up and down
Some objects are NOT height adjustable. Landing pads being one of them.
I contend that Microsoft does not allow dev teams to exchange information. Consequently, the Shipbuilder uses R/F to adjust height, and Outpost uses W/S (sometimes), but the people developing the landing pads were left in the dark. They didn't know that height adjustment was a requirement or a function of other tools, so they didn't make it happen.

Just my personal opinion. YMMV.
