Steam has an FPS counter you can use
steam settings-in game- in game fps counter.

My Steam FPS counter works with Starfield, but I don't remember how I turned it on.

Nvidia also has one I think its alt+r

Windows has one too. It's windows key + g

You can also download MSI afterburner and it has an overlay built in that you see in most YouTube videos.

use xbox game bar (windows + G) or steam in game they both have it

the first time you activate it in xbox game bar though you have to send some kinda request to activate the framerate part of it and then restart the system, only need to do it once, not sure why MS did it this way
