That's the only option that I've seen.
Create a new File that is Called StarfieldCostum.ini
Be careful that it really ends with .ini
In that file you copy:
[Camera]
fFPWorldFOV=100
fTPWorldFOV=100
Safe the File
This will increase you FOV in Ship and on Foot to 100. you can of course change the Number as you like but going to high will cause a fisheye effect.

I was using those confis and using mouse whell. But since yesterday, after change the camera to ship's 3rd person, it just do not zoom out. It stucks very near my ship:

The reason players are seeing the ships too close, is because for some dumb reason, Bethesda tied ship FOV by default to first person FOV. So if you're actually using 100 FOV for first person, your ship will end up closer to the camera than default FOV. To test it, go turn down your FOV for first person then check the ship's FOV.
