They say a lot of things.
I've "hate & love"-relationship for Bethesda.
I've often enough called them Bugthesda, but one thing is clear: The modability of their games is almost unchallenged on the market.
That's why their games live on... And because they re-release them from time to time. XD
And they would do themselves no favour if they would not allow Starfield to be modded.
Hell some DLL-mods for Skyrim almost change the entire game in a very stable way (as due to the DLL changes the engine on runtime), we may see some big stuff for this game too.
One thing to be said... This is the first game since Oblivion which I absolutely like as vanilla (unmodded).
I've used mods for Skyrim even before the tools were released. I found Fallout 4 boring as I modded New Vegas into such perfection that F4 simply couldn't live up to. XD
Yet this one is different enough for me to enjoy it as is... for now. :P
I'm waiting for mods that make the women more feminine, add more variety to generic NPCs around cities like New Atlantis (you know what I mean), and better blood splatter (because the gore and blood is not good enough especially with ballistic weaponry) and perhaps better ragdoll physics would also be nice. We also need moon rovers or something for traversing these sometimes large, empty planets much quicker when trying to complete surveys or go to land markers.
For the mod to fix the lack of diversity, it'd probably be found elsewhere since Nexus Mods is known to remove mods that harmlessly remove propaganda elements, brainwashing, etc., like they did when someone replaced the pride flags with USA flags in Marvel's Spider-Man.
