The Old Neighborhood Quest Bug (small spoilers)

I have encountered a bug with this quest. When Sarah initially offered it to me I said I was busy and then ran around exploring and gaining levels. Now that I have decided to do it Sarah says I'm busy with another quest (I'm paraphrasing) and that I should complete that first. She still follows me and The Old Neighborhood Quest seems to be progressing but her dialog seems to be stuck. Has anyone else encountered this?

A possible related issue: When I first arrived at the constellation headquarters another lady offered to show me around but then didn't. I don't know if that quest broke this other one? Judging by some of the (limited) dialog I'm able to have with Sarah it sounds like I'm supposed to have a room at the lodge but as far as I know I don't have one (I assume because the tour never started.

Any help would be great. Thanks

I have this issue too, I think it happened to me because I already went to sign up with the vanguard before speaking to Sarah, still no clue how to fix it tho

Fix just need continue in main story and complete main quest The Old Neighborhood.
After you put 4th Artifact on table game automatically rolls you to dialog with Sarah which overwrites the previous stuck one.

Just another Bethesda experience. :D

I encountered the same bug on a 2nd play through. The first time I just went straight from the spaceport to the lodge and started The Old Neighborhood quest immediately. But on 2nd game I did some side quests first. In particular, I joined UC Vanguard before talking to Sarah, and I think I recall that some of her early dialog was about the Vanguard? That may have borked the logic?

I have also encountered this one after a trip through the unity and taking the option to replay the main quest. As a small note for people encountering this bug for the first time it will eventually resolve itself after the quest is completed but until then you are stuck with a Sarah who you can't have a conversation (outside of scripted ones) with and who wont carry loot.

I was leaving this quest until I had finished everything else in Atlantis and now Sarah's dialogue is stuck as "Ready to head out there? Or do you still need time on your own" when I talk to her. I also got the "let me give you the tour" -> instant complete bug
