But i get your frustration, i want the game to be great too. And the reality of the situ is that, they care about making money, not a good game. They even use the same tired ass backwards engine they did 15 years ago...

You make a good argument. It's a little frustrating feeling as though the game is constantly veering you into the path of a saint all while equipping you with the skills of carrying out Terminator raids at whim.
There was one mission where I had the option to either tattle tail on a war criminal, or agree to work with him. I internally chose to keep our business to myself.
But nearly every chance the game gave the dialogue option would give me a choice to lie or spill the beans. Now I'm thinking, I don't care for turning into a snitch or to virtue signal all over the place. I was paid to do a job and keep quiet so that's what I'm gonna do. But I can't be left alone when it comes to being presented the option of running my mouth off.
This sort of forcing the player into adhering to a gum drop lollipop standard all while reminding us that we are galactic lethal machines is insulting to the natural order of things.
It's clear that you are not interested in role playing games with extensive freedom of choice.
But some of us are.
Basically right now that last quest I did was the Paradiso, I will spoil all the fun out of it so don't read if you plan to do the game.
It's one where you have three choices to move a civilian ship which flied for 200 years straight and not talked to any outside humans since that, with like 8 generations of humans on it
Those three choices are
- Give them booste s so they can continue to search in space in hope of finding a new world
- Let them become semi work slaves for the corporation living on the planet so they can land
- Take the easy way out and just blow up their entire colonization ship full of civilians with kids, families etc.
Killing everyone on sight in a major city isn't being evil, it's being stupid.
Some RPGs manage to deal with evil just fine and the game is a blast. Fallout 1 and 2 are great examples. Even Fable.
Sure it's easier to do bad stuff in a wasteland or historic / fantasy world almost empty.
Those games are not set in the future where it's entire connected systems united.
Here if you want to do bad stuff you do it quietly outside the main worlds. Or you smuggle.
If you don't want to then don't help people, don't do quests. Or do it like a mercenary who don't give a damn and ask them all of their money.
Caesars legion were fascists sure, but they had actual depth and were actually built out as a credible alternative to the well meaning, but corrupt and inept NCR, rather than just being comic book evil stereotypes.
