Starfield ships requiring a key is stupid

Ruins the entire premise that you can steal a ship when it's completely locked behind a key that you can't obtain because the randomly generated events don't produce a key.

Example:
Ran into some dude who was injured in a cave, he asked me to take him to his ship. We get there, I like the ship, so I want to steal it but it requires a key. I murder the guy, and he doesn't even have the key, so effectively you can't steal the ship because you require a non-existent key. What a stupid design.
