According to professional hardware reviewers the 4090 should be averaging 100fps at 1440p. If you dont its likely an issue with your system.

You’re funny
I'm playing, i luv the game and enjoying it. However 70 fps on 4080 rtx is a joke.
In my instance on my 3080rtx i have 50/65 fps in new atlantis but in the lodge i have stable 120 fps, wut?
- Game have not raytracing
- Textures on some planet are not really great and on some buildings you can found stretched and blurry textures
- quality of some normal npc's faces, are terrifying
Game have really good quality of models and textures of ships/items/props/armors/weapons that you can look in your inventory. I'm really not sure what really have so much impact on the game performance, but i start thinking it could be draw distance of objects.
In previously bethesda games there was slider on it and in starfield its gone. I think the draw distance of models/objects is abnormally large and it could causing performance issue.
FPS in various locations is too weird and have zero sense.
