I assume, that all of us having problems copied and pasted the text into the starfieldcustom.ini file, because who the ♥♥♥♥ would type that out manually? Except somewhere theres some invisible garbled characters that screw up the whole thing.

Replace your starfieldcustom.ini with that file. Worked immediately for me.
DON'T just copy the text from the description page, actually go download the "mod".
I've already tweaked my carry weight, run speed, reload speed, FOV, shaders, damage dealt and taken, forcing all NPCs to use and run out of their ammo, and HUD. once I get a feel for the game and we have more quality of life mods I'l start some hardcore runs. I'm just still not enjoying the game and I don't know when mods will fix that for me yet.
I found out you have to put your mods into The Users\Username\Documents\My Games\Starfield\Data folder which vortex won't let me set up so I had to install the mods manually into there, I had the .ini correct
I legit did all of this and my mods are not working at all. Even downloaded the ini file via Nexus. This is driving me feral.
This is probably the worst BGS game I've played. ♥♥♥♥ story, bad animations, bad dialogue, bad voice acting, extremely bad mechanics in nearly everything. There are only two redeeming qualities about this game. The zero g combat and the lockpicking puzzles.
I installed the mod files to change armor colors to darker shades into the appropriate folders and subfolders in My Games. I edited the original ini file. Made a new ini file. Also put the files in the game data folder. Same format. Nothing works. The color pallettes on these suits are ♥♥♥♥♥♥♥ atrocious.

What a stupid fix, been stressing trying to get this to work. So thankyou. Anyone else still having problems try this fix.
The issue is Vortex itself. It's installing the mods into the wrong folder: Starfield main folder under Steam. The mods do not belong there nor does Starfield load them if they are there.
Mods go to mydocuments folder and nowhere else.
Vortex is still bugged in that way.
No idea why it can actually work for anyone. Maybe has to do with some users having Steam not on the C disk or the mydocuments not on the C disk or something related. (I both have Steam and mydocuments on different disks)
Until Vortex (or rather the Starfielld extension (beta) that it uses) gets fixed, we won't be able to use mods via Vortex.
This is the correct folder for altering StarfieldCustom.ini, when using Vortex:
"C:\Users\<username>\Documents\My Games\Starfield\StarfieldCustom.ini"
There are three potential locations for StarfieldCustom.ini and only one is correctly altering the game. It has both the Starfield.ini varibles in it, AND the StarfieldCustom.ini variables should be copy and pasted in there.
This is a Vortex issue, not a Starfield one. If you do not use the correct StarfieldCustom.ini AND SET IT TO 'read only' in preferences on the file, this fix will not work.
I did get it to work by placing the texture files in the My Documents/My Games/Starfield/Data folder...so I think there is some conflict or override that is making the game look to that folder for any textures but I have looked through the registry and to my uneducated eyes I cannot see anything that jumps out and makes me say AhHa! so for now and until someone fixes it, I have the one mantis texture mod working.. not sure this was helpful to anyone.
