The easiest method I've found is wearing chameleon gear, having the original sneak skill maxed with a decent blade and killing random technicians on landing pads or citizens in cities out of sight of anyone else. Tedious, but has worked so far.

Easiest method...

Go see the doctor in the clinic on alpha centauri, sneak behind him and kill him. He can't die and will stand back up after a couple of seconds, but you'll get the credit for killing him. Just keep killing him.

Doesn't count as a crime either.

Are you talking about The Clinic in Narion system, northeast of Alpha Centauri? Or are you talking about any medical joint on any planet in the Centauri system?

*After exploring a bit, I'm guessing you meant the doctor at the med center on Jemison.

I found that attacking Carasnail Scavengers on Jemison works for this. Maybe this is what FlashXAron ☕ (Alex) meant.

I killed 10 NPC in New Atlantis, as a result I had to infiltrate the crimson fleet for UC sys def to make up for my "crimes". Of course I never did the mission. No one seem to care.
Should've murdered thousands ....

Meh... do the mission in another NG+. It's fun solo. Companions just do stupid things that the mission wont allow for. One of the more fun quest lines in my opinion.

Whatever you do, don't try to get those kills on the grasshoppers around Gargarin landing.
The first time you try to sneak stab them you get a rude surprise...
