Side Quest "Two Tales, Two Cities" bugged?

Was doing UC security side quest, finished arresting Tahir Vala, when I left the Well using the elevator when it loaded me back into the game stuck in one place unable to move, or access anything, including the menu button. Could not save, load or go back to main menu. Had to Alt+F4 and restart the game from an older save to get moving. Any similiar issues or fixes?

Yes. I can't complete the quest because of this. Even fast travel won't help.

It may be due to it not being Tahir Vala. It's Functionary Gershon. He has the flannel in the trash can, he mentions being obsessed with the book mentioned, also the book is on the side of his desk. You can access his computer where he admits to "not being able to put the book down" by trying to force him to stay and talk to you. Could get access the other ways, but thats how I did it. I had no issues completing the quest when I arrested Gershon.

As a side note. Prior to finding the book, I failed to persuade Yumi it was Gershon and getting told to find more evidence. The book may have been there prior and I didn't notice it.

I have the same issue. I arrested gershon and ended that quest chain. then I found the house of enlightenment quest. I can start the first part but then it bugs out where the officer wants to arreest tahir and blocks my progress in the enlightenment quest

Here's a workaround for the bug:

First, ensure you've done Captain Yumi's quest the correct way.
Then, accept the quest and find Tahir at Kay's and talk to Tahir to play the arrest scene (which still plays even though you've finished the UC Security quest).
Then, talk to him again and the quest will progress to the part where you need to take him to Kay's for a meal. Get the meal from Kay.
You need to then lead him back home, but he doesn't follow you anymore. No problem. Go to the quest marker anyway.
Finally, open console, type "prid 9bca4" and then "moveto player". This will teleport Tahir to you, and you should be able to talk to him and end the quest.
