If you're talking the big emergency wall plates, They're one-way only and you need to use a cutter to cut the four bars on the corners holding them to the wall on the side that has those bars.
Even then you have to be on the "correct" side, with the security bars visible.
alternately, shooting the pins will blow them out too. 2-3 shots with a pistol does the trick. They're basically Bethesda's "Quick dungeon exit" pathways to save the trouble of running all the way back through.
