Feels like they were incredibly ambitious at the start 10 or so years ago, but got tired of working on it, began cutting corners, refused to develop certain elements fully and rushed the game to be able to deliver it.
If it would be 50% off, I wouldn't have refunded, because it's a good time killer when there's nothing else to play.
Nevertheless, for a 2023 game from Bethesda, I'd have expected more. Had this been from an indie studio, I'd have been more forgiving.
Why though ?
You know they don't change their engine.
You know what they focus on and what they neglect.
You know their way of missions and story telling.
Why expect a completely different game, instead of more of the same that you either enjoy or don't enjoy ?

Jokes aside, some will love the game, and some will hate. I know hardcore Skyrim/Fallout fans will love the game no matter what, so it is personal preference :)

So its personal taste :) people are mature enough to make their own decisions.
