Tip: if there is nothing ocean exclusive the ocean will not say 0%. Unless I remarkably screwed up recalling that.
No sir, thats where youre wrong.
You can zoom in really far into a planet when picking a landing spot, and when you click on it, pay attention to the name of the site, if you picked a coast, it will literally have COAST in the name of the site. So just keep clicking and clicking near the water line until you see COAST in the locations name.
I got a beach house outpost at a coast line. And the water is safe to swim in, but theres these HUGE frigging fish in the water that attacks anything that comes out into the water to far. They just straight up murder anything other fish that comes near them.

But coasts, lakes, oceans etc are definitely in the game. Wherever you click on the planet matches up with the tile you land on. Not sure why some people would rather spread misinformation than actually correctly answer the question.
I think the issue is that we can't even find the coast when the area is marked as Coastal. Traverse in any direction after landing and you won't find it for awhile.
I landed on the coast, to be clear. I zoomed all the way in, selected the ocean, then moved the mouse ever so slightly in the direction of land until I was as close as the game would seem to allow. This is ridiculous.
Fun fact: you don't need COAST in the site name. Just land as close to water as you can, then check local map for where it goes flat. Walk there and you will find the coast line, you can even see how your scanner goes from BIOME COMPLETE to incomplete, because you just entered COAST biome.
