GPU or CPU throttle

[Legion]

SF is probably the first game I've played recently where performance has been sub-optimal.
Getting 30 - 45 fps with medium - low @ 1440 with 70 res scale.

Currently have a:
AMD Ryzen 7 3700x
RTX 2080 Super
32g RAM

Anyone else experiencing similar performance on a similar build? Or is the game just needing updates/optimization.

Remember the game is not officially out yet they will patch something in the first week I am sure and nvidia will make new driver to help with performance so take it slow it will get better
