Report a translation problem
I wasted probably half an hour thinking it was bugged because I had had a piece of ship debris targeted instead of the ship I needed to hail.
Just select the ship/station you want to dock to with your HUD while in flight (A button on controller, E on PC I think is the default), same as targeting a combat ship. Once it's selected, you'll see it's HP bar, and as you get close you'll see the prompt.
That's all there is to it. You can dock from about 50m away from most ports. You just have to target it first.
FWIW: the tooltip tells you this when the tutorial comes up.
It's a classic Betheda "tooltip" problem, it shows for 3 seconds and then disappears for the rest of your life lol, in games that last hundreds of hours it's a terrible error in design but just never fixed. :)
