Result, still in the air, I guess he encountered a physics glitch and is now in orbit. he just never got the chance to clock out for the day, poor guy.
I don't have another playthrough going at the moment, but if someone knows where we can find a npc ID list or will go to this guy in their game and grab their ID we should theoretically be able to fix this with the "player.placeatme <Item ID> <Value>" command.
This solution would probably disable saves if you care about that, the game should warn you but don't say I didn't if it doesn't.

When you completed the parcel delivery was the ship services technician who you talked to? Or was there another way to complete it? because if it was our tech guy that means there are two glitches one where he doesn't spawn and one where the quest marker is off to the side like you describe. To clarify for me there is no ship services technician and my marker is up in the ♥♥♥♥♥♥♥ stratosphere not between the city and pad. wish I could post screenshots here...
Had to do this in order to complete a delivery quest, right after I finished talking to the guy, he went and committed self-deletion by jumping off the landing pad to the sea.... it's a bethesda game alright.
I can confirm this glitch happens and also that JPEG's solution works. Thank you for that.
I was able to use freefly to find him floating in the sky along with many misplaced objects. He and the objects remembered that gravity exists when I got close and became one with the ocean.
