Since you're on an Nvidia GPU, I would say to download one of the DLSS2 mods from the Nexus and set resolution scale to 66%, that equates to DLSS Quality, and lower shadows from Ultra to High.
Even then you're still going to have a rough time depending on your output resolution. The game is just really poorly optimized.
are you running on an HDD or a super old CPU? not enough RAM?
hard to say. That being said, Im running on a 4060 costco laptop with no issues
I just had it that stable 60 FPS became an awful 30-55 FPS stutter fest simply by installing a new driver over the old. Game seems to have a lot driver/cache problems.
im using 537.13 nvidia drivers i installed a few days ago i think.
