In Windows 7 the Game are playable smooth some little artifact but its very rare
67 at 96 FPS on a 6700 XT in Win 7
38 at 72 FPS on a 6700 XT in Win 10
And i have Direct X Ultimate up to date
As for vulkan. Moving to support vulkan is an involved process which is not a cureall fix for performance issues. With developers who have experiance of vulkan, using an engine that will support vulkan, sure, it can provide a boost to performance. End of the day, starfield is still running on quite an old engine, which may not support vulkan.

Not realy a problem when the community provide Reversed .exe that remove unescesary function and add support them self for Win 7
