However there's a workaround for what you mention (until Bethesda, or not, decide to allow X+/X- movement of parts in Ship Building).
If you look in Key Bindings you'll see that R & F determine the height level you're at before placing a part (if you prefer placing the part without having to start on a node). Granted, it won't tell you at which height you actually are & my 1st few attempts showed me I was way lower than my perception.
It does, however, allow placement (at correct height) of parts outside of nodes for assembly after hence, all parts are available.
