There you find both a thumb and the original size of your photo =).
So your first step should be to check if that folder exists. Users who use Microsoft OneDrive might have some issues there - e.g. savegames make trouble there as well. So you should try to exclude the game from OneDrive and make sure the folders the game need really exist. Though I'd check that your antivirus etc isn't blocking save access to that folder to try get it working properly.
NOTE: This folder DOESN'T exist in the steamapps folder where you installed your game, but rather in the path listed above.
