Playable on a potato i7-4770 / 1660 Ti at 1080p mid/low settings, so definitely not too demanding for that hardware.

Good news if many people have issues with similar combos, means likely something specific that can be reproduced more or less easily and patched quick.

Poor optimization. The shadows are the main culprit. There are mods to “fix” the shadows if you don’t want to turn them off.

Might as well bump that k chip up to 5ghz if your cooling is good enough. Might help

I have that exact same processor, an RTX 3060, 16gb ram, SSD and get between 35-50fps in big cities and 60-90fps on most planets. With mostly medium settings, the game is smooth with no jank, but with the aforementioned frame rates. Completely stable, no crashes. yet.

This is why I never trust anyone who says "runs fine" when I have benchmarks and my own experience to tell me otherwise.

its smooth in that there are no hitches or flat out pauses or the like.

It's CPU Bound. Only overclocking your CPU can help that.

If you had a RTX 4000 line GPU, you could get a frame gen mod, and that would give you 120 to 144 FPS all over the game, including cities, but with a non 4K GPU, that's not going to happen.

The devs need to optimize the code for city gameplay and/or add FSR 3 to the game (if/when it comes out).

Also 16 GB RAM really isn't enough for the game. The game will use up to 17GB of RAM. So between the game and windows, you can get stuttering as windows pages in and out to disk. This will be even worse if you don't have an SSD.

This is definitely related to your GPU is a limiting factor. With out going through all of the threads suggestions, if any, you might want to try your hand at overclocking, both CPU and GPU, update all of your drivers, and look into some of the DLSS mods available. Otherwise it may be time to invest in a new GPU, I hear the 7800 XT is a pretty good value if you want new. You might be able to get a deal on a used 6900 or 3080.

9900k is an old CPU now and new CPUs are significantly faster in gaming, time to upgrade if you want better performance.
