You are heavily cpu limited and experiencing similar fps as 9900k. 7800x3d would double your fps. So no.
That card is not able to deliver steady 60 fps at fulld hd and 100% resolution scale on high.
I don't know if OP has this issue. but ours, when launching app, the window appears and it remains black for a few seconds before returning back to the desktop. No error message or anything. We reinstalled several times. drivers are up-date, validated files. It just refuses to work at this point. and we have 2 RTX 2080 Super 64GB Ram.

RE your infos: really odd - must somehow be connected to the 2060. I've a weaker CPU (i7 9700K) and I get 25-40fps with mostly 30 fps (e.g. in New Atlantis) in 4K UHD (medium-ish settings with DLSS mod).
But yeah, even going lower in settings doesn't change those fps - so there is something fishy.
