Report a translation problem
Since there's no key you can't console command to add the key to your inventory, and while the unlock command does change the state of the door to unlocked, activating it doesn't seem to work if unlocked that way.
Unfortunately I paid mine off then immediately dropped a save (so that save is useless, wish I saved immediately before paying it off...), then went on a rather lengthy story mission before visiting to drop off some contraband and discovering this bug... So I may have to go back a few hours to the save before that :(
Edit: I also haven't had any luck with the various quest management commands (resetquest a47b8, setstage a47b8 300, etc). If only we could get it back to stage 300 (not paid off), make sure it's unlocked, then setstage a47b8 400 to pay it off and complete the quest again..... ShowQuestVars a47b8 shows that all the quest variables get set to null once the quest is completed though, so I don't think we can just rewind it. Maybe someone with more experience with those commands can see something I've missed.
Also, it might not be worth paying off the mortgage at all on runs you intend to finish with NG+, since you can still use the house without doing so and 500cr for each week you use it will generally be significantly cheaper than paying it off unless you intend to spend a lot of time in that iteration/universe.
It is true that it's not worth it, it's just fun to play and "own property" and I wanted to finish pending quest, which doesn't provide you with an option "rent forever" but I guess jokes on me haha
