FIX for freezing/stutter every few seconds

This fixed the freezing for me! I put the limit on -5%.

Now with all settings low, FSR off, I get smooth 53-60 fps on 1080p on my RX 5700 XT + i5 4670k 16GB RAM. Installed on a Samsung Evo 870 SSD. Before using BES, I was getting constant freezes every few seconds, very annoying but otherwise it runs pretty ok for my setup.

If you dont see starfield in the list of targets, use this thread to autostart BES with the starfield path : https://www.reddit.com/r/reddeadredemption/comments/dt8d5t/how_to_make_besbattle_encoder_shiras%C3%A9_run/

and open the shortcut/BES as administrator.
