This game makes my cpu regularly top out at 100% with nothing running in the background, I think the audio problems are related some how to the lag itself.
One way I figured out to get rid of alot of lag and stuttering was to lower the resolution and play in windowed mode, try that and see if it helps with the audio issues too.
Usually, for me, the first line of audio is desynced with the character's mouth and movement, but the 2nd or 3rd line is usually synced up. After loading screens or entering a new area the audio always pops and stutters and sometimes for a solid minute all I can hear is my companion's feet and my feet, nothing else.
(I5-9600k, rtx2060super, 15.59gb ram, all drivers and so forth up to date)
