Can not get above 24fps with a 3090 and a i9-10900k when playing

For some reason I can not get more than maybe 24fps (most of the time fever) in the game even in the starting area.
I have the following specs:
RTX 3090
i9-10900k
32GB RAM
Samsung 950evo nvme
trying to play on 3440x1440p however no setting does anything. Even when trying to play on 720p and low settings I still get 18-24 fps barely.
The CPU cores are used at 20% while the GPU is at 98% utilization. Never have had this happend to a game bevor.
And yes I have the latest drivers and tried both DLSS mods. Changed nothing
Any advice is greatly appreciated :)

Something is deff wrong, I don’t believe it’s your specs. I’m running 4070ti with i7 10700k 32gb ram on ssd. I get between 60-120 fps 1440p. Maybe try verifying game files on steam. Check windows updates and driver update. You prob already know this but on nvidia driver use custom install, do not use express and check the perform clean instillation box once downloaded. This has happened to me in the past.
