Not getting persuasion options.

Trying to start the persuasion mini game with Emilio Hadek but it doesn't offer it. I just get an empathize option but EVERY option leads to him making me delete the data. I've straight up stopped playing the game until I can figure this out because I always play social. Is this just broken right now?

You have to agree to his request first and then the option to pursuade him opens up, And don't worry about the negative reaction of Sarah, she gets a positive reaction if you pursuade him.

You have to fill the empty bottom bars of the character you are trying to persuade. The easy answers will give you fewer points and the harder ones more. It's basically a dice roll, we don't know the algorithms only that scales up with persuasion skills.
