Gonna try an old trick and see if it works with this game. I doubt it, but worth a shot. I'll post results in a few minutes, whether it works or doesn't.
EDIT: Yeah, kinda figured it wouldn't work. It's tied to the actual language option you choose, which is dumb as hell. Even if you backup the files for the JP audio and stuff, the submenu STILL won't pop up unless you select the language from properties and change the menus to Japanese WITH the audio (even though they still let you choose English audio for whatever reason, yet it doesn't work the opposite way...)
I copied the files from the Data folder:
Starfield - Voices_ja_Patch
Starfield - Voices_ja01
Starfield - Voices_ja02
I switched back to my language which deletes the files.
I renamed the copied files:
Starfield - Voices_ja_Patch on Starfield - VoicesPatch
Starfield - Voices_ja01 on Starfield - Voices01
Starfield - Voices_ja02 on Starfield - Voices02
I deleted Starfield - VoicesPatch,Starfield - Voices02,Starfield - Voices01 and inserted these changed files. It's possible that you just need to replace the files. It worked for me.
probably when there will be game updates, you probably have to replace the files again - still bad, but the option exists.
Yeah, I was just about to delete the EN voice files to see if the JP voice files would just force itself as the primary or something, lol. I guess renaming them as the EN files themselves works, but holy **** this is some spaghetti code ****, man.

Okay, just tried using your method and it was stupid enough to work, lol. Feels like something I'd have to do to trick a game from 2007, but at least it's functioning. I'll just need to remember to repeat the process for every patch and whatnot. Thanks for the help.
Gave you an award and gonna highlight that as the answer in case anyone else is wondering how to get the audio working as well.

only bug I've encountered so far is just a floating tree, but that wasn't game breaking or anything
that might change in the future, but for now...

As for the Japanese voices, it can be seen from the facial expressions that the character no longer speaks, and the voice flies. But that doesn't bother me.
Yeah, seems like the voices were fine early on in the game (like in the beginning), but after a while, the audio keeps going and their mouths just stop moving. Just made it to New Atlantis and everything feels like a cheaply dubbed Kung Fu movie from the 70's, lol.
It doesn't bother me, I read the subtitles and skip the dialogue so it's not that conspicuous.
imagine being this much of a smoothbrain that you think a player should have to go out of their way to create a workaround for audio which is specifically stated to be supported on the store page for the game
if the game has a checkmark for Japanese audio, you know how you access that audio?

apparently being "entitled" these days means you expect a company to present options (accessibility or otherwise) in a standard format that literally every other game under the sun does
