definitely not. Needless to say is that when you are inside a facility in the beginning of the game where nothing is happening and I9 13900k with 4090 are getting those kinda frames is not ,because the game is demanding , it is either ♥♥♥♥ optimization and ♥♥♥♥ graphics engine and/or both. Bethesda, fix this ♥♥♥♥, you were lieing on stage and interviews.!!!!!
On 1080p tho.
That said I have a 3090 and 59050x, and get 50-75 (75hz monitor with VSync on) at 1440p. Turn all the scaling and "Dynamic" stuff off, and in the NVidia control panel turn image scaling off as well. You might get a bit of a break.
But there are other things that tell me this game is made as a port, the disgusting space combat control, the same 6 keys used over and over again whilst making other options in menus random keys that are never the same or what would be expected.
But from what AMD card owners have been saying, on a 3090 I wouldn't expect the game to dip below 70fps at any time if a modicum of attention was paid to Nvidia cards in development.
4090 and same CPU you have, i get 100fps at ultra settings. Def something wrong there with your setup.
No he is not, expecially not with the 3440x1440 resolution.
CPU would bottleneck the GPU if he was playing at 720p or 1080p.

43fps with native res. 50~51fps with dlss mod (77% scale). 47fps with dlss mod + shadowplay
gpu usage stuck in 99% for all test.
Considering that I'm in New Atlantis this is a reasonable performance i guess?
Upscale does work in some way, but not significantly(roughly 20% gain).

The FPS averages are night and day on a system that is being maintained to a high standard.
We really don't, at least not on the high end.
7800X3D, 4090, 64GB, 1440p @ 21:9, everything maxed without FSR - 90FPS. There have been a surprisingly large number of posts/threads with performance problems where 13th gen i9 CPUs are mentioned though... but not all of them, the question is if there's something common, like a old chipset driver or not regularly updated / look for, among those.

No stutters, but at the begin of the game i got around 140~ fps at 1440p max no up scale then 80/100 fps in metropolis and around 100/140 average.
Def not perfect but it's getting there, used newest drivers rebar on.
