This game follows the trend of no engine issues with the frames being high.

I played it a few hours today with that in mind, and had about 50-60 fps the entire time, thinking it wouldn't go higher.
It was very smooth and pretty, though, but I let GeForce Experience set the graphics settings for me after first starting and quitting the game once, and it put shadows on medium and most other things on high or ultra. 1440p (specs in profile). V-synch off in game, and Fast in Nvidia control panel since I'm using G-Sync. Isn't that the 'standard'?
So did they mean it's not meant for higher than 60 fps or something? And it says it's capped at 30 fps(!) for consoles.
Happy with 60 fps, though, but interesting that the 'claim' of capped frames seems to be untrue, and interesting coincidence that then game kept at around 60 fps for me throughout.
I only reached the base with the pirates in the first session, though, so haven't been to any major cities yet.
Just wanted to confirm that it isn't capped, as when I played again yesterday I paid more attention to the fps counter (Steam overlay), and it often ran at 72 fps inside the ship and other places. I've set 72 as max in Nvidia control panel.
I might send a word to that reviewer!
