Steam games always unpack slowly. At times they even appear to stop completely. This is common on this platform, has happened with every unpack I've ever done. It'll get there.

I posted this elsewhere so I'll repost it seems how this is currently the big issue.

Go into Disk Management. Find the drive you installed to.
Right click the 'DISK' box and select Properties.
Then go to 'Policies'.
If 'Enable write caching on the device' is checked, then uncheck it and select 'OK'.

Windows is slow with caching from Steam for the past year or so. This isn't my system or drive and I have this issue occasionally with patches. I'm running 4x NVME drives and it still does it.
After doing this I saw my disk write speed go from about 120mpbs to around 350mbps

Mine fluctuates anywhere from 2MB/S to up to 80MB/s will averaging like 25MB/s

you are gonna have a bad time with the game then. they require an SSD for a reason. your going to be stuck in loading screens constantly.
