I want to know this as well. If I have a powerful PC should I turn it off? Does it make image quality worse?

It supposedly increases performance and visual fidelity so just put it on and forget about it.

It increases performance but probably at a cost to visual quality since it is not shading all parts of the screen in the same way

Shadow Warrior 2 did this setting best, because it let you configure it and you can get nice performance out of it.
