I know you're telling me a story. Because I've watched footage in game reviews.
I've seen the NPCs walking around. Dealing with each other, etc. The only 'not moving around' issue with the NPCS is that when you talk to them, they stand there and talk back instead of wandering off. And that's not a real issue.
Space is empty. Deserted planets are empty. Cities are teaming. Just like IRL. Deal with it.
I've seen the combat. It's not a combat-level game, but for CRPG it's prettyy cool. Enemies are SMART. They use grenades properly. Cover. The fight from effective ranges depending on weapon types. They move.
The visuals definitely do not resemble the 1990s. Until then you might of fooled some people. But you blew it by reaching too far. This is 1990s:
