IGN reviews are not valid and should not be in consideration if a game is good or not.

Starfield is a massive space-based RPG with a galaxy of content to explore, but it has a surprising lack of ambition.
IGN lies in favor of devs who pay them and against devs who don't. This has been known for the last 15 years. Who cares though? Nobody expected Starfield to be a great game, it's a Bethesda game. It's going to be buggy and janky and modders are going to make it good in 2 years.
